Аннотация

В статье осуществлен анализ изменений в содержании конституционных принципов гражданства Российской Федерации. Особое внимание уделяется рассмотрению
принципов равного гражданства, признания допустимости двойного гражданства, а также неотчуждаемости гражданства. Автором на основании результатов исследования научной литературы, последних изменений законодательства о российском гражданстве, проекта федерального
закона от 29 декабря 2021 г. N 49269-8 «О гражданстве Российской Федерации», правовых актов зарубежных стран, статистических данных судебной практики формулируются выводы о динамичности развития концептуальных основ института гражданства, а также предложены возможные пути совершенствования в сфере нормативно-правового регулирования российского гражданства.

Abstract

The article is devoted to the analysis of the changes in the content of the constitutional principles of citizenship of the Russian Federation. Particular attention is paid to the consideration of the
issues concerning the principles of equal citizenship, the recognition of dual citizenship, as well as the inalienable citizenship. Having analyzed the results of the study of scientific literature, recent legislative
changes concerning the Russian citizenship, draft federal law No. 49269-8 “On Citizenship of the Russian Federation” dated December 29, 2021, legal acts of foreign countries, as well as statistical data
and detailed examination of judicial practice, the author formulates the conclusions about the dynamic nature of the development of the conceptual foundations of the institution of citizenship. Possible ways
and areas of improvement in the sphere of legal regulation of the Russian citizenship are also proposed.
