Аннотация

В рецензии представлен развернутый анализ и оценка диссертации И.О. Епифанова на тему «Реализация конституционного принципа разделения властей в бюджетном процессе субъектов Российской Федерации (на примере Сибирского федерального округа)»,
представленной на соискание ученой степени кандидата юридических наук по специальности 5.1.2 – Публично-правовые (государственно-правовые) науки (юридические науки). Рассмотрено
влияние принципа разделения властей в субъектах Российской Федерации через бюджетный процесс на иные основы конституционного строя. Положительно оценивая результаты диссертационного исследования, рецензенты обращают внимание на некоторые неточности и упущения в научной работе. Сформулированы предложения и рекомендации, направленные на расширение проведения комплексных межотраслевых исследований и развитие тематики оптимизации механизма взаимодействия органов государственной власти субъектов Российской Федерации в
сфере бюджетного процесса (бюджетных правоотношений).

Abstract

The review presents a detailed analysis and evaluation of I.O. Epifanov’s dissertation on
the topic “Implementation of the constitutional principle of separation of powers in the budget process of the constituent entities of the Russian Federation (on the example of the Siberian Federal District)”,
submitted for the scientific degree of Candidate of Legal Sciences in the scientific specialty 5.1.2 – Public law (state and law) sciences (legal sciences). The influence of the principle of separation of powers in
the constituent entities of the Russian Federation on other fundamentals of the constitutional system through the budget process is considered. The research results and conclusions received a positive
assessment. At the same time, the reviewers pay attention to some inaccuracies and omissions in the scientific work. The proposals and recommendations aimed at expanding the scope and thematic
coverage of conducting complex intersectoral research and developing the issues concerning the optimization of the mechanism of interaction between state authorities of the constituent entities of
the Russian Federation in the field of the budget process (budgetary legal relations) are formulated.
