Реферат

В статье рассматриваются правовые и организационные аспекты основных направлений взаимодействия органов внутренних дел и органов местного самоуправления, входящих в единую систему публичной власти Российской Федерации. Отмечается, что до конституционной реформы 2020 года основным направлением взаимодействия указанных субъектов являлась охрана общественного порядка как одна из форм защиты и обеспечения конституционных прав граждан органами власти. С конституционным закреплением в 2020 году концепции
единой системы публичной власти актуализировались вопросы как правовой регламентации взаимодействия органов внутренних дел Российской Федерации и органов местного самоуправления, так и расширения сфер возможного взаимодействия, не ограничиваясь вопросами охраны общественного порядка. Авторами разрабатываются теоретические основы дальнейшего
изучения различных аспектов взаимодействия органов внутренних дел Российской Федерации и органов местного самоуправления в рамках формирующейся единой системы публичной власти
для наиболее эффективного решения задач в интересах населения, проживающего на соответствующей территории.

Abstract

The legal and organizational aspects concerning the main areas of interaction between the internal affairs bodies and local self-government bodies that are the part of the unified system of public authority of the Russian Federation are analyzed in the article. It is emphasized that before the constitutional reform carried out in 2020, the main area of interaction between these subjects was the maintenance of
public order as one of the forms of protecting and ensuring the constitutional rights of citizens by the authorities. After the concept of the unified system of public authority was enshrined in the Constitution in 2020, the issues of the legal regulation of the interaction between the internal affairs bodies of the Russian Federation and the bodies of local self-government, as well as the issues of expanding the scope of possible
interaction, were actualized, not being limited to the matters concerning only public order protection. The authors of the article develop the theoretical foundations for further study of various aspects of
the interaction between the internal affairs bodies of the Russian Federation and the bodies of local selfgovernment within the framework of the unified system of public authority being formed and developed
for the most effective solution of tasks in the interests of the population living on the respective territory.
