Abstract

The history of the emergence and development of patrol police service in Russia, from the birth of the state to the present days, is considered in the article. The changes concerning the tasks of the service are traced: from preventing and suppressing violations of sanitary and fire safety in the Middle Ages, combating various manifestations of the revolutionary movement in the 19th century, protecting Soviet Russia from the enemies of the workers and the poorest peasantry to the modern main task of ensuring public order and public safety on the streets, transport facilities and in other public places. The necessity to fix the definition of the concept of “patrol police service” and the list of units performing patrol service in the charter of the patrol police service is substantiated. due to the fact that, along with the patrol service units, the employees of other divisions are also involved in protecting public order and ensuring public safety, it is proposed to supplement the charter of the patrol police service with the provision that all employees of the internal affairs agencies are guided by it in case they participate in the organization and carrying out the patrol service or, being out of service, take measures to suppress crimes and other offenses
