Abstract

The problems and controversial issues concerning the system of staff training in the educational institutions of the Ministry of Internal Affairs of Russia are discussed in the article. The departmental normative legal regulation in this area is analyzed. The authors support the view that
defending the PhD dissertation (candidate dissertation) should be the objective of the postgraduate training. The expediency of maintaining the doctoral studies as the most important resource for training of Doctors of Legal Sciences is substantiated. The criteria for evaluating the effectiveness of scientific activity of members of dissertation councilsare examined. The conclusions and proposals formulated in the article can be used to improve the departmental normative legal regulation of postgraduate and doctoral training, as well as the efficiency of the educational and scientific process at the postgraduate
courses and doctoral studies. They can also be used to improve the quality of planning and conducting the dissertation researchand to solve the issues concerning the compliance of the effectiveness of scientific activities of the members of dissertation councils with the target indicators contained in the Action Plan (roadmap) for optimizing the network of the dissertation councils for the defense of dissertations for the degree of Candidate of Science, as well as for the degree of Doctor of Science.
