Abstract

The interrelationship between crime detection characteristic and crime detection support of theft preliminary investigation is examined. A set of measures of administrative, legal and organizational nature is proposed to change the situation positively. The administrative measures are: to increase the prestige of the Criminal Investigation Department officer profession; to exclude performing inappropriate functions by detectives; to improve professional development of the staff; to increase the number of employees of CIDs. The legal measures are: to prohibit the use of stolen cell phones at the legislative level; to introduce obligatory fingerprint registration; to toughen punishment for theft and purchasing stolen things. The organizational measures are: to toughen the responsibility of departments heads for concealing the crimes from recording; to create units specializing in combating these crimes in the structure of CIDs at the level of federal subjects; to improve the interaction between CID officers and divisional inspectors, investigators; to establish the departments for interaction and crime detection actions against detainees, arrestees and prisoners in the structure of CIDs; to facilitate the access of CID officers to various departmental databases; to organize specialized teams to solve thefts; to detain and arrest person for committing theft under part 2 of article 158 of the RF Criminal Code for further covert operations and testifying; to check wanted persons and drug addicts for involvement in thefts; to expand the institute of junior detectives to perform a quick search in criminogenic places; to provide CIDs with guidelines for prevention and detection of thefts and special equipment.
