Abstract

More and more low-quality and counterfeit building materials appear in the domestic market every year. It’s quite difficult to determine the amount of counterfeit products market. According to some experts’ opinions, the fakes make up about 7 % of world production of construction products. Building counterfeit not only reduces the tax base and contributes to unfair competition and enrichment, but also can cause damage to property, health and even the lives of consumers. Today, the domestic market is supplied by a significant number of products for the construction, repair and arrangement of housing, containing phenol-formaldehyde resin, often causing a wide range of diseases, up to cancer. The main determinants of the turnover of substandard, fake and counterfeit building materials are: the weakening of state control over the quality of products; the abolition of certification of building materials; poor organized, inconsistent and inefficient activities of building materials manufacturers to protect their products; unstable economic situation and economic crises, that force developers to reduce construction costs to a minimum by buying cheap counterfeits and thereby contributing to the spread of poor-quality, counterfeit building materials; low consumer competence and purchasing power of the majority of population. The role of victimological prevention is emphasized. It is to inform citizens-consumers about the counterfeit building materials in the domestic construction market (including attracting their attention to the purchase through the Internet) and to clarify their actions when purchasing the goods of this group.
